Plan renovation permit checks by location and scope

Identify the authority and the actual property

Start with the municipality, province or territory and property address. Then record the building's current use, the rooms affected and whether the proposal changes openings, structure, occupancy or building services. If there is an existing suite or previous renovation, collect the approval records available to you. Missing records are an item to investigate, rather than evidence that a particular approval exists or is unnecessary.

The National Building Code is a model publication. The code adopted in the relevant jurisdiction and the authority's application process determine the project context. A national article or another city's checklist can help frame questions, but cannot replace the local review of your actual scope.

Use local examples without extending them nationally

In Calgary, the City's home-renovation and basement guidance distinguishes minor cosmetic work from examples involving structural changes, openings and basement development. It also identifies separate trade-permit considerations. In Toronto, the City's permit page lists examples of construction and material alterations that require a building permit. These are two municipal examples, not interchangeable rules for every Canadian home.

Send the authority a concise scope summary and ask which approvals, drawings and trade permits apply. Describe the proposed change plainly instead of asking only whether 'a remodel' needs a permit. Ask how existing work, inspections and any phased occupancy affect the application. Record the response date, office and reference number where one is provided.

Assign the application and inspection responsibilities

A written proposal should explain who prepares the application, supplies drawings, pays stated fees, schedules inspections and provides the final records. Ask whether professional design or a separate trade contractor is expected. Do not assume that the word 'permit' in a quote includes every discipline or every inspection associated with the project.

Keep a permit register with the approval type, applicant, status and evidence. Suggested statuses include not yet checked, authority response received, application submitted, approved with conditions and final record received. Those labels track documents; they do not substitute for the authority's wording or establish permission to start work.

Place authority decisions before dependent work

Use the sequence planner to show which purchases or site activities depend on an approval or design response. A cabinet order may depend on a confirmed opening; closing a wall may depend on a required inspection. Record the dependency without inventing a processing time. Ask what must remain visible and what documentation must be available at each review.

Save applications, approved revisions, inspection reports and final correspondence with the project record. If an authority requests a change, reconcile it with the contract and drawings before continuing dependent work. A useful closeout states which approvals were obtained, which records are attached and which matters remain open, without promising that a permit guarantees workmanship.
